全国語学教育学会群馬支部定款
(2006年10月29日施行)
I. 名称と目的
この会の名称は,全国語学教育学会群馬支部、英語名でThe Gunma Chapter of The Japan Association for Language Teachingといい,略称をJALT群馬とする。JALT群馬は特定非営利活動法人全国語学教育学会(NPO The Japan Association for Language Teaching),略称JALT,の1支部であり,同学会の定款と細則に従って活動する。JALT群馬は,外国語の学習と教育に関する調査および研究を行うことを目的とする。
II. 会員
1.外国語の学習と教育に関心を持つ者は誰でもこの会に入会できる。
2.JALTの正会員はJALT群馬の会員となることができる。
3.JALTの正会員では無いが、JALT群馬に所属したいと希望する者はJALT群馬の支部会員となることができる。
4.JALTの正会員では無く、JALT群馬の支部会員でも無い者で、この会の行事に参加を望む者は1日会員として参加することが出来る。
III. 月例研究会と総会
1.この会は,外国語の学習と教育に関する研究会を少なくとも年6回開催する。
2.この会は,毎年,JALT全国大会に先立って支部総会を開催する。支部総会では,役員が一年間の活動を報告し,さらに,細則に従って次年度支部役員の選挙が行われる。
IV. 役職
1.この会は,10の役職で執行役員会を構成し,それぞれの役職には一人または複数の役員を置く。
2.この会の役職は,支部長,企画担当,会員担当,会計担当, 広報担当,記録担当,ニュースレター担当,施設担当,親睦担当,ウエッブサイト担当の各役職で,各役職は執行委員会で各1票の投票権を持つ。
3.この会では,各役職は担当職務に責任を持つが,役職相互には序列を設けない。ただし,JALTで発行する「JALT Information and Directory」には,編集部の都合で,支部長,企画担当,会員担当,会計担当,広報担当から各1名の役員のみを代表として掲載することがある。
4.執行役員会は,5役職またはそれ以上役職の役員の出席によって成立する。
5.役員の任期は次年度の役員が選出されるまでとする。役員が止むを得ない事情で辞任した場合には,執行役員会が代わりの役員を任命する。
6.会員の3分の2以上から請求があれば役員のリコールが成立する。リコールが成立した場合には,該当する役職について次回の研究会に続いて選挙を行う。
V. 定款の変更
定款の変更を提案する場合は,提案をしたため5名またはそれ以上の会員が署名した文書を,支部総会の5週間前までに執行役員会に提出する。執行委員会は支部総会に先立って提案を会員に配布する。提案の承認は,支部総会における投票総数の3分の2またはそれ以上の賛成を以って成立する。

全国語学教育学会群馬支部定款細則

I. 会員および会費
1.JALTの正会員であるJALT群馬会員の会費はJALTの総会で定める。
2.JALT群馬の支部会員の会費はJALT群馬の執行役員会で定める。
3.JALT群馬の1日会員の会費はJALT群馬の執行役員会で定める。
II. 役職の任務
JALT群馬の各役職の役員は,常に,会員の要望と利益に沿うように支部の活動と運営を行う責任を負う。
1. 会長
会長は,JALT群馬の年次総会,執行役員会,研究会およびJALTの会議に出席し,JALT群馬および執行役員会の運営に責任を負う。会長が職務を遂行できないときには,執行役員会の承認を得て執行役員が会長の職務を代行する。
2. 企画担当役員:
企画担当役員は支部のすべての定例研究会および特別研究会を企画し,必要な情報を広報担当役員と施設担当役員に提供する。
3. 会員担当役員
会員担当役員は常に会員名簿を最新の状態に保ち,また適時に会員募集活動を行う。
4. 会計担当役員
会計担当役員はJALT群馬の資金に責任を持ち,銀行預金を管理し,執行役員会の監査を経て総会において会計報告を行う。会計担当役員はまた支部の活動に対する資金について執行委員会に助言を行う。
5. 広報担当役員
広報担当役員は月例研究会など支部の行事を会員に伝えるとともに,関係機関を通じて広く地域の人たちに伝え,またJALTの機関誌に行事記事を掲載する。
6. 記録担当役員
記録担当役員は,執行役員会および総会の議事次第を記録する。また記録担当役員は月例研究会その他の活動につついてJALTの機関誌に報告する。
7. ニュースレター担当役員
ニュースレター担当役員は,支部のニュースレターを編集し、発行する。
8. 施設担当役員
施設担当役員は,企画担当役員,会計担当役員,および執行役員会と協力して月例研究会その他の活動のために施設と設備を確保あるいは予約する。
9. 親睦担当役員
親睦担当役員は,月例研究会その他の活動において,茶菓を用意するなど会員相互の親睦に必要な活動を行う。
10.ウエッブサイト担当役員
ウエッブサイト役員は,JALT群馬のホームページに行事予定などの記事を載せ、サイトの管理および更新を行う。
III. 役員選挙
役員の選挙は支部の年次総会で行い,執行役員会が選挙管理委員会をつとめる。候補者の指名は総会の前または総会の会場で行うことができる。役員は投票総数の半数を超える得票によって選ばれる。
IV: 細則の変更
細則の変更は,定款の変更と同じ方法で提案され,総会出席者の半数以上の賛成を得て採択されるか,または執行役員会全員の賛成によって採択される。

THE CONSTITUTION OF
THE GUNMA CHAPTER OF THE JAPAN ASSOCIATION FOR LANGUAGE TEACHING
(Effective October 29, 2006)
I. NAME AND PURPOSE
The name of the organization shall be the Gunma Chapter of the Japan Association for Language Teaching, hereafter referred to as JALT Gunma. JALT Gunma is a chapter of and shall function within the constitution and bylaws of "NPO The Japan Association for Language Teaching," hereinafter referred to as JALT. The purpose of JALT Gunma is to promote research in and explore ways of approaching language teaching/learning.
II. MEMBERSHIP
1. Membership shall be open to those interested in language teaching and learning.
2. A person who joins JALT may choose to be a member of JALT Gunma.
3. A person who does not join JALT may choose to join JALT Gunma as a local member.
4. A person who does not join JALT or JALT Gunma may participate in any local meeting as a one-day trial member.
III. CHAPTER MEETINGS AND ANNUAL GENERAL MEETING
1. JALT Gunma shall hold at least six Chapter meetings per year related to language teaching and learning.
2. JALT Gunma shall hold an Annual General Meeting prior to the JALT Annual Conference EBM. At this meeting, the chapter officers will report on the state of their business during the past year and the annual Election as set forth in the Bylaws shall be held.
IV. OFFICES
1. The Executive Board shall consist of 9 offices, with one or more JALT-Gunma members per office.
2. The offices shall be the President, Program Chair, Membership Chair, Treasurer, Publicity Chair, Recording Secretary, Newsletter Chair, Facilities Chair, Social Chair, and Web-site Chair, and each office shall have one vote at Executive Board Meetings.
3. The offices shall be distinguished by function and not by rank. However, the five officers representing the offices of President, Treasurer, Program Chair, Membership Chair and Publicity Chair may represent JALT Gunma in the JALT National Directory.
4. At Executive Board Meetings, a quorum is constituted when a minimum of five offices is represented.
5. The officers shall serve until the next annual Election. If an officer resigns or is unable to complete his or her term in office, the Executive Board shall appoint a replacement.
6. The term office shall be for one year unless two-thirds of the membership request a recall, in which case an election for the position in question shall be held at the next Chapter meeting.
V. AMENDMENTS
A petition to amend this Constitution, signed by at least five members, must be submitted in writing to the Executive Board at least five weeks prior to the Annual General Meeting. The proposed amendment(s) shall be distributed prior to the Annual General Meeting and must be approved by two-thirds of the members voting.

THE BYLAWS OF THE CONSTITUTION OF
THE GUNMA CHAPTER OF THE JAPAN ASSOCIATION FOR LANGUAGE TEACHING
(Effective October 29, 2006)
I. MEMBERSHIP AND DUES
1. JALT Gunma National Membership dues shall be determined by JALT.
2. JALT Gunma Local Membership dues shall be determined by the JALT Gunma Executive Board.
3. JALT Gunma One-Day Membership dues shall be determined by the JALT Gunma Executive Board.
II. OFFICERS AND THEIR DUTIES
The officers are charged with the task of regularly consulting with the membership as to their needs and desires concerning activities of the chapter.
l. PRESIDENT
The President shall have responsibility for coordinating the activities of the Executive Board. Normally he/she shall preside at all Executive Board meetings and regular meetings and shall attend national meetings but, as all officers of the Executive Board are of equal rank, any member of the Executive Board may fill in for the President with the consent of the Executive Board.
2. PROGRAM CHAIR
The Program Chair shall plan all regular and special programs and provide the necessary information to the Publicity and Facilities Chairs.
3. MEMBERSHIP CHAIR
The Membership Chair shall be responsible for maintaining an up-to-date JALT Gunma Membership List. In addition, he/she shall be responsible for conducting periodic membership drives.
4. TREASURER
The Treasurer shall be responsible for all JALT Gunma funds, maintain a bank account in the name of JALT Gunma with himself/herself as the custodian, keep an up-to-date financial record which will be audited by the Executive Board to be presented at the Chapter's Annual General Meeting, or whenever five or more of the members present a signed petition to the Executive Board demanding an accounting of Chapter funds. The treasurer shall also advise the Executive Board on the availability of funds for Chapter activities.
5. PUBLICITY CHAIR
The Publicity Chair shall be responsible for publicizing all Chapter programs, making certain that local publications give adequate coverage to the Chapter's meetings and programs and assuring that announcements of the Chapter's activities are forwarded to "The Language Teacher".
6. RECORDING SECRETARY:
The Recording Secretary shall be responsible for recording the minutes of the Executive Board meetings and the Annual General Meeting. He/she is also responsible for reporting on regular meetings and other activities and having those published in "The Language Teacher".
7. NEWSLETTER CHAIR
The Newsletter Chair shall edit, publish, and distribute chapter newsletters.
8. FACILITIES CHAIR
The Facilities Chair shall be responsible for coordinating with the Program Chair and the Executive Board to determine the needs for space and equipment for each of the Chapter's meetings and programs, and upon coordinating with the Treasurer, making the necessary reservations.
9. SOCIAL CHAIR
The Social Chair shall be responsible for all social functions of the Chapter including refreshments at regular meetings.
10. WEB-SITE CHAIR
The Web-site chair will be responsible for publicizing chapter events and announcements on the chapter web site. He/she also maintains the site and keeps it up to date.
III. NOMINATIONS AND ELECTIONS:
The Election of Chapter Officers shall be held at the Annual General Meeting with the Executive Board serving as Election Committee. Nominations may be submitted in advance of the Election or may be made from the floor during the meeting itself. The Executive Board shall be elected from the nominees by a majority of the votes cast.
IV. AMENDMENTS:
Amendments to these Bylaws may be proposed in the same manner as constitutional amendments and be adopted by a majority vote of the members voting at the Annual General Meeting. Alternatively, these Bylaws may be amended by a unanimous vote of the Executive Board.
